[theme-reviewers] Q about a ticket

Go ahead and close that one as not-approved -- before the review
process was revised in December, we had a practice of leaving a
comment if we observed an obvious issue before the theme came up for a
full review, in hopes that it would be corrected before their turn
came up... and in this case, it looks like they didn't correct it (and
left a number of issues unfixed aside from the credit link). So this
should fall under the new practice:

effective immediately, the Theme Review Team will no longer emphasize
complete and thorough reviews, and will instead close tickets upon
observation of any non-trivial issues.
