[theme-reviewers] Case for Addition to Core

Hi,
I was wondering if there is a case for getting the TGM Plugin Activation (
http://tgmpluginactivation.com/) to the core. This will let users associate
plugins required / recommended for a theme without having to include the
plugin code to the theme.

Any thoughts regarding this?
