[theme-reviewers] Question about guideline - Admin Pointers

Admin pointers are the pop-up messages displayed in the WP-Admin. You
primarily see them when core uses them to highlight new features in a new
version of WordPress.
Also known as "feature pointers", they were introduced in WordPress 3.3:
