[theme-reviewers] Transferring wordpress.com template

Hello,

I have found a free template from templatemonster.com and would like to transfer it and be able to edit the material using the site.  What is the best way doing this?  I know wordpress.com has a one time fee for transferring info over but will the template be able to be used is my main concern?  Here is the link of the template I have
