[theme-reviewers] Custom CSS from a theme

Like any other stylesheet, it must be wrapped in a callback, and enqueued
at a proper action hook. For *printing* stylesheets (i.e. <style
type="text/css"></style>), the appropriate hook would be e.g.
wp_print_styles, or even wp_head.
