[theme-reviewers] Updating Custom Backgrounds and Custom Headers for WordPress 3.4

Note to ALL -

Just a quick update ... if you are preparing your theme(s) for release
prior to 3.4 and including code to use the new `add_theme_support(
'custom-background' )` you will find:

   1. Theme-Check should note it as a "FAIL"
   2. The uploader *WILL* fail the theme.

Honestly, I hadn't checked my latest submission on the particular theme I
was working on with Theme-Check; but I did see the following message when
trying to upload it:

REQUIRED: *add_theme_support( custom-background )* was found in the file *
functions.php*. Use *add_custom_background()* instead.

@Pross - Theme-Check will need to be updated; then @Otto will get the
uploader sync'd to match.
