[theme-reviewers] Adopt a Theme

Hi Everyone,

Due to unforeseen circumstances I can no longer maintain or support the two
themes (Tweaker3 and Tweaker4) that I have live on the repository. If anyone
would like to adopt either or both of these please feel free to go ahead and
grab them.
