[theme-reviewers] Submitting a One-Page Placeholder Theme

It seems to be nearly impossible to have the same level of checking that
is required for current themes for these kind of "free form" ideas. I
think it should be very clearly separated out since it'll be something
like the wild west of themes. (wildwest.wordpress.org)
