[theme-reviewers] Submitting a One-Page Placeholder Theme

Cais,
  I thought it came down to that the Theme directory as it stands now implies that the theme can be switched interchangeably by the user.  Specialized themes, say that don't have a Blog, don't really fit this mold.  I would think there would need to be a 'section' that had non-standard or specialized themes.  If specialized themes were added to the current Repo it seems it would add a lot of confusion.  But, I may be mistaken.
