[theme-reviewers] A problem about theme update

In that case "New" simply refers to the TRAC status, which is either "New",
"Assigned", "Accepted" (which we don't generally use), and "Closed". So:

"New": unassigned ticket (i.e. waiting in queue)
"Assigned": ticket currently being reviewed
"Closed": ticket review completed
