Not a problem, if the Theme is not live within 7 days that means that we're extra busy, that's all. I am not 100% sure why the ratings are not behaving the same for everyone, however it does seem to be working fine now. Maybe that was only a glitch or something.

I faced this issue last time also when i released a new version of theme but it was made live once i sent a reminder. If you don't mind can i know the reason behind this time lag. 



About rating, my users informed me that they are not able to rate because that option is coming disabled. Even i tried myself with some different account but was not able to rate.

Version: 1.1.3 is now live. As far as the rating, well that part is up to your users, not WordPress. You're very active on http://wordpress.org/extend/themes/utility my suggestion is to ask users to rate your Theme.
