[theme-reviewers] Would this be an issue?

As long as there is a readme.txt (or admin screen) with all setup 
information and requirements; the style.css description having a blurb about 
it being a theme for eshop, etc.   - and as you say it falls back gracefully 
as a regular theme.  Not seeing any issue.  If it's clear to the reviewer of 
it's purpose then it will be clear to the end user imo.
