[theme-reviewers] Are themes restricted from adding top levelmenus in WP 3.1 rc-4

Ohhh I see what's going on, you upgraded WordPress,  okay -- so grab the 'zip' file of the RC-4 and make sure you delete the .php files in the root directory of the installation as well as the wp-includes/wp-admin directories, it looks like you didnt install the new version completely, you just copied it over the old version and missed a file or two in the root install
 
/Applications/XAMPP/xamppfiles/htdocs/WordPress/*.php  needs to be updated properly, delete all the php files in there (except wp-config.php)  and copy them over from the zip file

  I'm unable to figure out which section of my code is creating this error. I dint change the code.

  Only change was the wordpress version.

  Add_theme_page works correctly, so the problem is not in my code.
