[theme-reviewers] Are themes restricted from adding top level menus in WP 3.1 rc-4

I'm unable to figure out which section of my code is creating this error. I
dint change the code.

Only change was the wordpress version.

Add_theme_page works correctly, so the problem is not in my code.
