[theme-reviewers] Belorussian Translations

Although I only have a few translations for a couple of my themes, generally
all I offer as a credit is a reference in the changelog of the version when
the translation was added with the translator's full name and an email
address.
Interestingly enough, none have ever offered to update their translations
even though some of the text strings have changed ... I guess I better go
back and check those files.
