Definitely an area of subjectivity.

I might argue that putting "Enter a title for this post" as the default
no-text replacement isn't really suitable for general, public use. But as
Cais said, I also don't think it would be a reason to fail the Theme. At
most, I would designate a more suitable default text as "Required, but can
be fixed in the next revision".
