[theme-reviewers] Licensing issues

Our options are to suspend immediately, or withing 24-48 hours after the
author is notified.

I'm leaning towards the immediate, but IIRC the author is very responsive to
queries.

Just have to draft up something to advise them with ... and check how many
more of the authors themes this applies to.
