[theme-reviewers] Guideline Draft Update: Credit Links

Sounds good. This will allow enough flexibility for developers to embed
additional text / links and it gives us the necessary control to prevent
abuse.

Prompted by a Carrington-related review, here is a draft, proposed revision
to the Guidelines regarding Credit Links:

The primary change is wording to allow Themes to provide optional,
additional, opt-in credit text/links.
