[theme-reviewers] Guideline Draft Update: Credit Links

Prompted by a Carrington-related review, here is a draft, proposed revision
to the Guidelines regarding Credit Links:

The primary change is wording to allow Themes to provide optional,
additional, opt-in credit text/links.
