That is incorrect.

Take in point the trac.core  the core trac system, if the bug reporter does 
not like the end result, they can communicate their concerns and it is read, 
especially as I have seen by kick-ass Nacin.

We are aware of the notes that people make on closed tickets and even more 
so now that the trac system is emailing us FINALLY.
