[theme-reviewers] Theme Options and Functions

While we're on the topic of future changes to the Guidelines: what about
Guidelines regarding how Theme Options are stored in the database?

Would it be worthwhile to require using a serialized options array?
Would it be worthwhile to recommend a nomenclature for database entries?

Or, are these better left to "best practices", and left out of the
Guidelines?

On a related note: should we formalize the suggested function nomenclature
(Theme slug as unique function-name prefix)?

(I'd love to see these for Plugins also, but we have no control over that.
In any case, I'd like to see everyone's suggestions for best practice here,
in the hopes that maybe we could crowd-source/grassroots some form of
standardization.)

Thoughts?
