Just upgraded my sites to 3.1-alpha yesterday. The new admin bar does
obscure the top 30-ish pixels or so. But it seems to be limited to
logged in users, or possibly only admins (haven't looked yet). I don't
think it activates for anon users, so I don't think it has any theme
relevance.
