This should be fixed now.

Each of the WPORG web servers generates theme zip files and stores them
locally for easy access.  I found that just one of the web servers had a bad
zip file, which explains why not everyone was seeing the problem.

The bad zip file has been deleted and a newly regenerated one is in it's
place.  I've confirmed that the new one is also the same size as the others.
