[theme-reviewers] Theme Unit Test Data: WXR

I'm happy to do it.

The main issue I'm noticing thus far is anything that requires specific
UserIDs from the wp-users table. Apparently, they don't get retained
during import. Is there any kind of workaround? Perhaps a SQL import file
(that omits UserID 1, and doesn't use a drop_table, for wp_users)?
