Chip and Joseph,
Very good points.  I agree our sole focus should be improving the quality of
the themes on WordPress.org. Maybe we could add another tab on the theme
directory similar to the usage tab on the plugin directory so the author can
list any special instructions or common questions regarding the usage of the
theme.
