[theme-reviewers] Trac tickets for review feedback

Thanks Joseph.. this is a big step forward. I think we all appreciate
the effort.
I recently just finished a project that involves xml-rpc and wordpress
and It's great!

How is this going to work? we will each reply with the review?
Is there a way we can let each other know who's working on what so
that 3 people don't get started on the same theme? (I'm guessing we
can leave a comment with "I got this" :) )
