[theme-reviewers] Goals and Process

I'd rather not adding in a separate service like Google Wave.  Reading
through this thread, my thoughts keep turning to something like Trac
or P2.  We could create a new Trac ticket for each theme+version, or a
P2 post for the same thing.  Trac seems a better match for this type
of thing.
