A few other things I noted on this theme:

- the author URL - http://freecddvdburning.com/ - I'd consider an
ad/promo link, enough to make this theme ineligible for the directory.
- also the theme URL -
http://free-wp-themes.com/greenpaddy-2-column-theme/ - distributes
themes with encoded garbage in the footer, something generally done to
hide ad/spam links

- no comments support on Pages
- the front page shows raw CSS on the gallery post
- web server error:

[error] 2586#0: *747357 FastCGI sent in stderr: "PHP Fatal error:
Call to undefined function wp_theme_switcher() in
/drive/www/test.example.com/public_html/wp-content/themes/greenpaddy/sidebar.php
on line 1"

- none of the widget areas seemed to work.  I added widgets to them,
but didn't see them display any where.

This theme has more than enough issues to give it a pass for the directory.
