[theme-reviewers] Introduction

Hi Chip,

Thanks for your words! I'm glad you liked Modernist, and will keep the
work to make this pass the exams! :) Next step is to recode Modern
Clix and submit it too, and hopefully, get published as featured in
the WP pages.

I found out that a couple of featured themes are giving warnings
(ChocoTheme, for example) when installing in my test environment. In
my thinking, if a theme is featured is because it works flawlessly and
is flexible enough to accommodate to user's needs.

I thought the theme reviewers where in charge of reviewing what's
featured and what's not. If not, who's in charge?
