[theme-reviewers] Guidelines regarding Theme Names

All of that prioritization right now is handled manually, anyway. Just ask
the developer to alert you when the new Theme is submitted, then close the
existing ticket (newer-version-uploaded), link the new ticket, and assign
yourself the new ticket. It retains its position in your queue at that
point.
