[theme-reviewers] Codex: Theme Review page

Done done and done, organized, function references added, cleaned up.  We're in the theme admin discussing the changes and stuff right now.

  My only comment regards the by-file listing for functions, tags, and hooks: I had it laid out that way to facilitate stepping through the Theme files during the review: functions.php, header.php, index.php, comments.php, sidebar.php, footer.php.


  If we could organize the list such that it sorts by required/recommended/optional, and still facilitates a single-pass Theme step-through, that would be awesome. I'll take a look (later).


  The next thing on my to-do list was to add Codex links, so I'll try to clean that up, also, when I get the chance.

    Changed:  Version information shows what features were released with required implementation date.

    * Still needs to be updated to fix all the <tt>'s adjusting them where appropriate and implement proper codex links.  I'm not the best with wikicode.
