[theme-reviewers] A suggestion for the theme upload page

I agree with the idea you are putting forward, Bruce, I just question if the
theme authors will actually read and follow it's suggestions.

Some reviewers choose to be more in-depth than others on themes that
ultimately will not be accepted into the repository in their current
submitted version.

It is still my personal belief that at all times the burden is primarily the
developer's, the theme reviewers are one of the last steps in the process.

Unfortunately, it appears many submitters are relying on the theme reviewers
to do their testing as many re-submitted themes are only correcting the bare
minimum of what was noted on the prior submission.

For that reason alone, although I may list many issues, after a nominal
amount of contradictions to the Theme Review process are found I will
resolve the submitted version to "not-accepted".
Each of my reviews has within the comments note(s) to make use of the
resources available for testing by the theme author; and, additional reviews
are still required to accept the theme.
