[theme-reviewers] dyeing themes

How do you guys proceed with themes that are based on existing one
(TwentyTen most often) and their main distinction from the original is a
different color used into layout?
Technically the theme passes all required tests but there is no creativity
just dyeing.

Personally I think they make such 'themes' only to put some links in footer
