[theme-reviewers] Open Ticket Queue

Chip & Cais, with themes that have the requirement of the URL wrong, or some issue as such that needs a follow-up, I could use a admin-followup flag or something denoting that one of the admin's needs to make a judgement call on.

Ref:  reference theme http://themes.trac.wordpress.org/ticket/766  where they may have changed the url, slightly but I have no idea if it would still be acceptable or not, ya know, situations like this.
