I also agree that having the plugin already installed and turned on is
the better option.  Right now I don't think any Wordpress default
plugins are turned on by default, maybe they can't be, I dont know. 
Not having to download a new plugin, but have it already there, would
be greatly more helpful to the community as a whole.  Matt, understand
that we are not against you or even completely against nofollow, it
does have a lot of good purposes.  But the way you are wanting to do
it, just doesn't seem to make much sense to the majority of Wordpress
users.
