I guess the trick is to know the answer to 'where do the core 
responsibilities start and end'?

Personally I think robust spam management should be the core's 
responsibility. There's no point releasing something that is inherently 
broken and needs addon's and other fixes in order to function properly 
(unless of course you are Microsoft).

Implementing rel="nofollow" in the core, while leaving effective spam 
management to plugins, is shortsighted.

The rel="nofollow" solution breaks the very fabric of the internet by 
making links invisible to search engines. Why punish all because of the 
actions of a few?
