[wp-hackers] Review: Adding get_bloginfo_rss() and get_the_category_list()

Adding these two functions to support i18n.  We need non-echoing
functions to use in sprintf() context.  This allows Nikolay's gettext
version of the default theme to translate everything properly.  Big tip
of the hat to Nikolay.
