[wp-hackers] Change in plugin Options page handling

I wrote a little bit for a Codex a while ago about
adding submenus and having options pages. Please feel
free to add/change/whatever. The section I'm talking
about is currently on the bottom.

P.S. I think you should be able to add top menu items
- if people don't like plugins that hog the top menu
they can deactivate!
