That has always been the case and is one of the reasons we are putting
templates in a site theme now.

That's safe mode mucking with things.  We need to remove the theme
directory if we can't populate it.

Older nightlies could accidentally create the theme directory with 775
permissions.  That's now fixed so that it is 777 instead.
