Given all the changes, a link to clear instructions for upgrading on the 
download page would not go amiss, and also for the readme file to be 
spilt into 'install.html' and 'upgrade.html'.

Is the 1.3 release being mirrored anywhere ?
If not, then such a link should not be missed by people, but also, is 
the server up to the traffic ?
