I'd like to vote for this improvement.  I wrote up a single file plugin
as a test for the location manager, but because of the include path
problems it had to do redirects and hack options-head to include the
plugin file dynamically.  It was all a bit of a mess really.

A fix to the include problems is definitely needed if you want to have a
nice way to add menus, and this would open the door for single file
plugins which would definitely benefit the user.  (It could also then
take advantage of DrDave's plugin manager "One Click Install").

It's been suggested that maybe plugin defined pages should be restricted
~ to being submenus of the Options page?  I think that's a good idea too.
