I want to exert my will over the future direction of WordPress so that 
it becomes the best tool for me, of course!  ;)

I'd like to do a variety of things based on user level, but the current 
permissions system is either hard-coded in the files, or assumes that 
any registered user is allowed to post.  I'd like to see that changed, 
so that plugins can evaluate a user's level to bypass comment 
moderation, or allow a greater range of HTML in comments, or deny 
commenting to anyone under level X (specified on a per-post basis).
