Well, if people have released their code under a license for their hack 
that is open source and doesn't limit redistrobution, they don't have 
much of a choice in the matter if someone wants to mirror it.

Another question entirely, one that depends on the extent of the hack, 
is if the plugin can even be released under anything *other* than the 
GPL.  One thing that I don't think that's been resolved on this list is 
whether or not hack code that only uses the hacks API must be GPL'd... 
IANAL but I know that's murky waters.  Hacks that require patch 
application to more internals of WordPress though, must be GPL'd at 
least according to the FAQ at http://www.gnu.org/licenses/gpl-faq.html
