There are two distinct 'groups' of options connected with links:

The first is the group of global, per-blog options that are applied to 
all links like updated prepend- and append- chars, and general options 
about the link manager like links_updated_date_format and weblogs_xml_url.
These are found under the options pages (code in 
options.php?option_group_id=8 page) where they should be.

The other 'group' of link 'options' are the per-category settings like 
sort order and show_image. These are found under the link manager -> 
link categories section (code in link-categories.php) again I think this 
is where they should be.

As a general rule I think you would probably set your global options 
once when setting up your blog and rarely tweak them thereafter.

Whereas your category options you might want to change every time you 
re-skin and certainly every time you add a new link category.
