Ok, I have changed mind and started to think putting everything in a db
is dumb. 

It's just that a infrastructure or GUI must be designed to allow users
to edit their settings without being a superuser on a Debian system.

I guess I create a wordpress user by default with perhaps a homedir for
static files.  Hmmm, how does this translate to a URL. Grrr.

Or perhaps if I want a user wants to use wordpress on a system he needs
to have to create a ~/public_html/wp directory. That could work?
