 I have just remember that the Customizer implementation has two points
 worth noting:

 1) It uses `add_panel`, which was introduced in WP 4.0.
 2) I gave up trying to remove the "Widgets" panel that you see when the
 Email Customizer loads (Appearance > Emails). See #WP35242 the solution
 suggested there can't be used for us here; with WP 4.4.0 I was able to
 workaround by setting `Customizer->Widgets = non` but this broke in WP
 4.4.1, so I gave up.
