[bbDev] Permalinks Plugin - Changing Mod Rewrite Rules

Had to make some changes to the patch after testing utf8 out a bit  
more. Basically the slugs are stored as sanitized strings, which  
means that utf8 strings become three times the size of the title/name  
in the database. That means they go beyond 255 chars which means they  
have to be 'text' column types, which means they can't be keyed as  
unique. New patch file uploaded now (half an hour later).
