 Core.

 Moderators should not have access to the Content -> Forums tab.  We should
 use the {{{manage_forums}}} cap there (and anywhere else we
 add/edit/reorder forums (both in normal and ajax cases).  The
 {{{delete_forum, $forum_id}}} cap should be checked for forum deletion.
