Comment:

 For anyone still running into this issue, if you can't do a full downgrade
 and running the upgrade again doesn't resolve the problem—or if you are
 uploading the updated files manually, ensure the `wp-settings.php` file in
 your WP install is up to date with the latest version of WordPress that
 you are running. If somehow you have an old version of that file (pre
 6.3), you will run into this error.
