 I've tested the PR in the Docker WP local dev environment, doing a
 complete reset (database reset) and rebuild between tests.

 With the PR installed the `Activate` button in the plugin card redirects
 to the Woo setup page. In any of the plugin modals on `plugin-install.php`
 or `plugins.php` the `Activate` button does not redirect but a redirect
 occurs on the next page load.

 This seems to be a good compromise and more work can be done during the
 coming admin page redesign.
